What Is Hot Work Permit Under PSM?

Section 1910.119(k) requires employers to issue hot work permits for hot work operations conducted on or near a covered process. Hot work includes welding, cutting, brazing, grinding, and any other work that produces a source of ignition — whether spark, flame, or sufficient heat to ignite flammable vapors or combustible materials.

The hot work permit must document the date(s) authorized for hot work, the object on which hot work is to be performed, and the authorization for the work. This is a simple element programmatically — but it is violated frequently because facilities either have no formal hot work program or have a program that is not consistently followed in the field.

The permit requirement exists because flammable hydrocarbon releases can and do occur unexpectedly. A release that travels to a hot work location can ignite explosively with no warning. The permit process forces a pre-work evaluation of the surrounding area, atmospheric testing where required, and a documented decision that the work is safe to proceed.

What the Standard Actually Requires

The employer shall issue a hot work permit for hot work operations conducted on or near a covered process. The permit shall document that the fire prevention and protection requirements in 29 CFR 1910.252(a) have been implemented prior to beginning the hot work operations; it shall indicate the date(s) authorized for hot work; and identify the object on which hot work is to be performed.— 29 CFR 1910.119(k)(1)
